Cliff Heitmann, P.E., President
Director of Commercial Design
Responsible for management of the company’s daily operations & ensuring the timely completion of assignments. Cliff is involved in the conceptual design & analysis of all projects. Cliff is a Registered Professional Engineer in the State of Missouri. Cliff holds a B.S. in Civil Engineering from Southern Illinois University in Edwardsville and a B.S. in Mechanical Engineering from the University of Missouri.
Dale J. Bax, Vice-President
Director of Residential Design
Dale oversees and coordinates field crew methods and practices needed to provide information to clients and developers. He performs site visits to monitor progress and compliance with local code and approved plans. Dale also manages all residential conceptual design, project lay-out, prepares estimated development cost & budgets. Dale revises all plans as part of Bax Engineering’s Quality Assurance program. Dale began his engineering career in 1985.
Darrel Oakely, P.L.S
Director of Surveying
Darrel manages a team of highly professional and technical staff in boundary, topographic and construction surveying processes and production. Darrel oversees quality control in all aspects of surveying operations. Darrel has over 35 years of survey experience and is a Licensed Professional Surveyor in the States of Missouri and Illinois.
Scott Kolkmeyer, P.E.
Director of Municipal Design
Scott oversees design and construction monitoring of municipal projects including storm sewer, sanitary sewer, water main extensions and urban & rural road improvements. Scott coordinates all aspects of projects with local government agencies from initial conceptual design through final design and construction. He is a registered engineer in the States of Missouri and Illinois and he joined Bax in 1986. Scott holds a B.S. in Civil Engineering from Missouri University of Science and Technology, formerly the University of Missouri at Rolla.
Jacki Sutton
Director of Marketing
Jacki is responsible for managing marketing, public relations, and sales. Jacki serves as a liaison between many community members, clients and prospective clients. Jacki has a background in commercial real estate and is currently pursuing her Master’s Degree from Central Methodist University. Jacki has been with Bax Engineering for four years.
Mark E. Collins, P.L.S
Director of Surveying Technology
Mark brings over 30 years of land surveying experience to Bax Engineering. Mr. Collins currently serves as the Director of Surveying Technology as he is responsible for the development and management of our High Definition Surveying and 3D Scanning Department. Mark is a Registered Land Surveyor in Missouri.
